Remote operator operation is allowed when the operator is authorized at the facility level. That grade covers the entire installation, enabling supervision and control of equipment across the full facility from a remote location. A site-grade would limit control to a single site, a plant-grade to a specific plant, and the operation grade isn’t the category used to grant remote-wide control. So the broader facility scope is what permits remote operation.
